Kongo Iron Soldier Plan (金剛鉄兵計画 Kongō Teppei Keikaku?) refers to a unit of soldiers created to use vampires to fight vampires. "War is radical dipomacy and diplomacy is calm war". This plan is promoted by the Imperial Army, who believes using vampires is the key to the Empire of Japan's prosperity.
